Your weekly briefing on developments and trends in HR and HR technology, written for HR teams in small and medium-sized companies across Europe. Big picture: the AI Act deadline that moved Europe's headline compliance date for workplace AI has shifted. The Digital Omnibus on AI, Regulation (EU) 2026/1744, was published in the Official Journal on 24 July 2026 and entered into force on 27 July 2026, moving the obligations for Annex III high-risk AI systems from 2 August 2026 to 2 December 2027, with AI embedded in regulated products moving to 2 August 2028. Those Annex III systems are precisely the ones HR teams use: recruitment and candidate selection, performance evaluation, task allocation, worker monitoring and decisions on promotion or termination. What did not move matters just as much. The transparency rules in Article 50 and the AI literacy duty in Article 4 stayed exactly where they were, and DLA Piper notes that the transparency obligations took effect on 2 August 2026 and are now subject to enforcement. Why it matters: if you were racing to document every AI tool in your hiring process by this month, you have breathing room on the heavy paperwork, but not on the basics. Telling people when AI is involved in a decision about them, and making sure the managers who operate these tools understand what they do, applies now. On the radar Managers aren't ready to lead AI-fluent teams. A survey from Indeed and YouGov, highlighted in SHRM's August 2026 HR technology round-up, found that 52% of workers aren't receiving the AI training they need, while 43% of managers said they felt either poorly equipped or not equipped at all to provide that training. The gap is not really about tooling. It's about whether anyone has told a line manager what good use of AI looks like in their team, and what they are accountable for when it goes wrong. AI spending is outrunning the ability to track it. SHRM points to a Harness report, State of AI in FinOps 2026, which found that enterprise AI spending has grown faster than governance processes, making it harder for organisations to monitor costs, manage risk and identify redundant AI tools. In a smaller company the same pattern shows up as shadow AI: a subscription bought on a card, connected to employee data, never reviewed by anyone. A short approved-tools list, agreed with whoever handles IT, closes most of that gap. Pay transparency is live, even where national law isn't. The transposition deadline for the EU Pay Transparency Directive passed on 7 June 2026 and, as Lewis Silkin notes, the European Commission has ruled out a pause, an extension or a carve-out. Ogletree reports that only four member states, Slovakia, Italy, Lithuania and Malta, met the deadline. Day-one obligations towards applicants and employees apply regardless of employer size, and 2026 pay data is what the first reports in 2027 will draw on, so the record you are keeping right now is the record that will be reported. AI is being read as an accessibility story too. A University of Phoenix survey cited by SHRM found that 60% of workers using AI in the workplace noticed an improvement in their ability to recognise and apply accessibility standards and guidelines. It's a useful counterweight to the usual framing. The same tools that raise governance questions can also lower barriers to communication, training and everyday tasks, if accessibility is part of the brief when you choose them rather than an afterthought. Europe's labour market is steady rather than loose. Eurostat put euro area unemployment at 6.3% in June 2026, unchanged on both May 2026 and June 2025, with 13.317 million people unemployed across the EU and youth unemployment at 15.5%. For SME employers that means the hiring picture hasn't eased. Retention and internal development remain cheaper routes to capability than open competition for scarce candidates. HR tech watch The first HR Tech Breakthrough Awards land. On 12 August 2026 the HR Tech Breakthrough Awards announced the winners of its inaugural programme, chosen from hundreds of nominations. Named winners include BambooHR for Core HR Platform of the Year, Rippling for Core HR Company of the Year, SAP SuccessFactors for HCM Company of the Year, ADP Assist as AI HR Platform of the Year and Eightfold AI for Agentic AI HR Solution of the Year. Award programmes are a reasonable map of where a category is heading. They are not a shortlist, and they say very little about how a platform behaves in a 40-person company. Investors are backing proven revenue, not stories. UNLEASH, quoting Ralf Hofmann of tech investment bank Drake Star, describes 2026 as "a disciplined recovery" for HR technology, with large cheques written only for companies that can show sustained, profitable growth. Hofmann's advice to buyers is worth borrowing: look past the headline number, because a credit facility signals balance-sheet discipline and revenue maturity while an equity round signals growth ambition, and the two tell you different things about how a vendor will behave over the next 18 months. For SME HR teams Three things you can do this month without opening a project plan. First, write down every tool in your hiring and performance processes that uses AI, what it does and who reviews its output, because that single list serves both the transparency duty that applies today and the high-risk obligations arriving in December 2027. Second, give the managers using those tools 30 minutes of plain-language training on what the tool does and where it can be wrong, which covers the AI literacy duty and narrows the manager readiness gap in one move. Third, if you employ people in the EU, start holding your 2026 pay data in a form you can group by role and by gender, because that is the data the first pay transparency reports will draw on and tidying it up later costs far more than capturing it properly now.
